RRSRA Shelley Beach Foreshore Masterplan
The Riverton Rossmoyne Shelley Residents Association has been paying very close attention to the proposed upgrades and the Shelley Beach Foreshore over the past few months. The City of Canning has now reached the stage where they have presented a few design options for comment by the residents however the RRSRA has some concerns regarding the preferred options and have developed a proposed masterplan which we believe suits the Residents, the current user Groups and addresses the environmental issues that face this very unique open public space

The Riverton Rossmoyne Shelley Residents Association (RRSRA) has been paying very close attention to the proposed upgrades and the Shelley Beach Foreshore over the past few months. The City of Canning has now reached the stage where they have presented three options for comment by the residents. The RRSRA has some concerns regarding the preferred options and have developed a proposed masterplan which we believe suits the Residents, the current user Groups and addresses the environmental issues that face this very unique open public space. We believe it is very important that our Members have a full understanding of what we are supporting and why.
Residents Masterplan
The Residents Masterplan has been designed to optimise the use of Public Open Space for multiple and varied user groups along with improving the natural Environment of the Area.

This plan recognizes the importance of Shelley Beach Park remaining Public Open Space and that no area will be developed and then leased to a third party commercial entity. We acknowledge that there some support for a cafe/restaurant facility in this area. The RRSRA however feels that with limited public open space for now and future generations the development of a commercial facility and associated parking simply takes up too much irreplaceable riverside open space

Our concerns with putting a fixed facility on the foreshore are:

  • Parking is a major problem Other riverside commercial coffeeshops including Deepwater Point and Lo Quay are already experiencing extensive parking problems. Lo Quay was originally estimated to need only 43 Car Parking bays by the City of Canning it now has 98 car parking bays available for patrons and this is expected to be expanded in the near future. The Transcore transport impact assessment Report on which the parking on the three plans is based states only 56 bays will be needed for a coffeeshop. We feel that this is a massive underestimation.
  • Shelley Beach Foreshore area has always traditionally been a BBQ Picnic and playground area and is loved for its peaceful uncluttered and relaxed atmosphere.  Introduction of a Coffee shop and patron parking has the potential to change the nature of this public open Space.
  • Thie significant impact of a coffeeshop is expected to double traffic flows along this section of riverside drive which when coupled with 90 degree parking will cause traffic issues.
  • This area is Swan River Trust River Reserve and the development of a commercial area within river reserve raises ethical issues.
  • The resumption of any land for additional parking can only come from the existing public open space.
  • With the increased infill occurring in the Riverton Rossmoyne and Shelley areas the need for more well designed and accessible public open space will become more necessary and desirable and once it’s gone there’s no getting it back.
  • Historically small commercial coffeeshops become larger. Given the great location it is unlikely that a 100 seat Coffeeshop will remain that size and as it grows so will the demand for parking.

The RRSRA considers that a mobile Hospitality amenity would be a far better solution, we believe the advantages to this proposal are:

  • A mobile coffee van will provide an amenity that members of our community have requested.  A mobile coffee van will satisfy this request while also maintaining the public open space.
  • Park users can buy their refreshments and wander to other parts of the park and take advantage of the rest of the park’s amenities and not create overcrowding in one area.
  • The City of Canning has the opportunity to support local small business operators by offering several operators trading options.The options of temporary fixtures will allow for the continued flexibility for community events.
  • Other than sit down formal dining a Coffee van can cater for everything a Coffeeshop can without being a permanent structure.  Sit down formal dining is available less  than  500 meters away at the Tribute  Street Coffee shop.
  • A coffee van is a compromise between two sections of the Community. There are people who want to see no beverages of the foreshore and those who want a coffeeshop / restaurant.  A coffee van and food truck we believe is a fair compromise.

There are many other offerings for consideration, upgraded play areas, additional trees, a living stream, alternative designs all of which will add value to the area.  However, the Association believes the commercial Coffeeshop is not one off them.
The City of Canning has provided three options, none of which are set in concrete all are open to amendments.   Given the options provided by the City of Canning the RRSRA supports Option B which provides for a mobile coffee amenity, there is also other options as presented in the RRSRA  endorsed Masterplan which is presented as sound alternatives.   Please go to www.yoursaycanning.com.au/shelleybeach and have your say or email the members of the council.
